The Committee declared that the bill to amend article 22 of the Law "On Advertisement" (re advertising natural vine, beer and determination of definition special edition) (Reg.No.9507) which aims at approaching the conditions of advertising of beer and alcoholic beverages to the terms of their consumption and sale stipulated by the articles 15-1, 15-2 and 15-3 of the Law "On State Regulation of Production and Circulation of Ethyl Alcohol, Brandy and Fruit, Alcoholic Drinks and Tobacco Products" as well as elimination of legislative gap that prevents from implementation of a prohibition on publication of advertisements of alcoholic drinks and tobacco products in all print media, except for specialized.The Committee noted that by the subject of legal regulation the bill belongs to the sphere of legislation regarding companies legal relations of which are regulated in the EU by Directive 2010/13/EU of the European Parliament and of the Council on the coordination of certain provisions laid down by law, regulation or administrative action in Member States concerning the provision of audiovisual media services; Council Recommendation 2001/458/EC of 5 June 2001 on the drinking of alcohol by young people, in particular children and adolescents; Directive 2010/13/EC; Council Recommendation of June 5, 2001 on alcohol consumption by young people, particularly children and adolescents.

The Committee concluded that the bill does not contradict the law of the EU.

The Provisions of the bill do not contradict Council Recommendation 2001/458/EC on the drinking of alcohol by young people, in particular children and adolescents.

The provisions of the bill do not contradict paragraph 1 of article 4 and article 22 of the Directive 2010/13/EU of the European Parliament and of the Council of 10 March 2010 on the coordination of certain provisions laid down by law, regulation or administrative action in Member States concerning the provision of audiovisual services. Paragraph 1 part II of the Council Recommendation 2001/458/EC and article 9 of the Directive 2010/13/EU of the European Parliament provide that Member States should guarantee that producers do not produce alcoholic drinks aimed at children and adolescents. 

The Committee declared that the bill to amend several legislative acts of Ukraine regarding participation of the Armed Forces of Ukraine in international peacekeeping and security partially corresponds to the law of the EU and international and legal obligations of Ukraine (Reg.No.10491).

The Committee noted that by the subject of legal regulation the bill belongs to the sphere of security policy and is governed in the EU by Treaty on the Functioning of the European Union; Charter of the United Nations and Statute of the International Court of Justice as well as by the Agreement between the European Union and Ukraine establishing a framework for the participation of Ukraine in the European Union crisis management operations of March 6, 2008.
